Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from enemy soil, a capacity enabled by timely intelligence. From observation points, military aircraft that had been scrambled to intercept incoming guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly gives way to grim resignation: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Persistent Threats
Following this, a automatic firearm engaged a drone close by, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's vital need on international aid – a need that regional partners are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.
Tactical Assessments
It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington works based on a premise understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its advantage.
Current Realities
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: personal goals to broker a ceasefire and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
